Division One club Cross Keys have lost centre Rhodri Davies to London Scottish only to gain several other players.
The biggest signing for the Keys is Simon King as forwards coach to replace the former Wales flanker Richie Collins.
King will work under head coach David Rees and be joined by Phil Ramsey as team manager.
Ramsey is the fitness coach for the Wales FIRA (under-19) squad, where Rees is the coach.
Former scrum half Tommy Walsh returns from English club Rugby RFC and another scrum half Steve Harris has joined from Calgary in Canada.
Other signings include the big Tongan utility back Movete Ota’ota, formerly of Treorchy. He is joined by last season’s Abertillery skipper Darren Miles, Rhymney wing Romilly Barnett and Abertillery flanker Martyn Williams.
