The Wales lock has been missing since injuring his shoulder on international duty against the All Blacks last November.
The Scarlets will also give debuts to No 8 Uzair Cassiem, full back Clayton Blommetjies, scrum halves Kieran Hardy and Sam Hidalgo-Clyne, centre Kieron Fonotia and lock Ed Kennedy.
Head coach Wayne Pivac has named a separate squad for each half.
The majority of his Wales internationals aren’t included – they are expected to have some game-time against Bath next Friday – although summer tourists Tom Prydie and Ryan Elias are named.
Centre Steff Hughes will skipper a youthful line-up that includes rising stars Tomi Lewis, Ioan Nicholas and Dan Davis.
Having joined the Scarlets from Edinburgh this summer Hidalgo-Clyne is extremely excited to get going in west Wales.
“We have a very ambitious group of players at the Scarlets and they have had some outstanding results over the past couple of seasons,” he said.
“I want to be part of a winning culture and hopefully I can offer a wee bit to the table. I want to be winning trophies and helping them try and go one step further this year.
“The coaching staff have high expectations which is great. I’m at a new club with a new coaching staff so I’ve got to prove myself again.”
