With Rhys Priestland missing this year’s Six Nations with an achilles injury, Hook and Biggar face a straight shoot out to start against Ireland at the Millennium Stadium a week on Saturday.
And with two top players to choose from, Jenkins knows it’s going to be a tough battle.
“Hooky has had a bang over the last couple of weeks. He hasn’t had much game time but he’s a class act and we know what he’s all about,” said the Wales coach.
“Dan has played exceptionally well for the Ospreys, he’s still a young man but seems to have matured a great deal over the last year or so. His form says that.
“It’s going to be a great battle between those two, the shirt is up for grabs with Rhys out injured and it’s about who turns up, who fronts up and who trains best.”
After suffering with a recent chest injury, Perpignan man Hook has returned to action and even without Priestland, Wales are well equipped in the pivotal fly half position.
“On form both are extremely talented players and we’re lucky to have the two of them battling it out for the shirt,” added Jenkins.
“Hooky has been involved with us for a long time since his debut back in 2006 and Dan has been in and out over the years.
“I think he played well during the autumn until he got injured. It’s going to be a battle between two very good players.
“Whether it be James or Dan I’d like to think both will play well and have a good championship.”
Whoever starts at fly half, Wales have a number of threats outside them. The likes of Alex Cuthbert and George North provide constant danger while Jamie Roberts looked back to his best for the Cardiff Blues against Sale last weekend.
And Jenkins knows if Wales can give the likes of Cuthbert the ball, their backs can cause any side trouble.
“We’ve got a lot of players playing well and at this moment in time we’re quite lucky with the players we’ve got,” he added.
“We’ve got an excellent pack and it’s about how we use the ball. We’ve got a few potent runners, some big backs and we’ve got to make sure we use them.
“We’re quite excited about this game coming up.”
