The Independent Appeal Committee, Chaired by Lorne Crerar (Scotland), determined to vary the decision of the Judicial Officer as follows:

1.       That the sanction of a deficit of minus 3 points should only apply to the IRB Junior World Championship 2009 and not also the 2010 Championship as previously provided.

2.       The suspended fine of £50,000 be replaced with a £30,000 fine payable immediately.
