Penygraig Hearing Announcement

A Special Disciplinary Panel, convened to hear charges brought by the Welsh Rugby Union against officials and players of Penygraig RFC arising out of alleged refusals by players to take dope tests on 14 May, 2003, met on 28 and 29 July, 2003, to hear the cases. The Panel consisted of Patrick Harrington QC (Chairman), Professor John Williams and Dennis Hughes.

At the hearing the WRU indicated it would not proceed with the case against Penygraig RFC’s immediate past Chairman, Neil Roper. Having examined the evidence in its entirety that case was accordingly withdrawn.

The WRU did proceed against the Secretary of Penygraig RFC, Mr Peter Bowen, who admitted a charge that he had, as an officer, “wilfully obstructed or interfered” with the carrying out of doping control tests.

Following submissions by the legal representatives for the WRU and Mr Bowen, the Panel ordered that he should be suspended from holding office or being involved in the management of or coaching at any rugby club affiliated to the WRU for a period of three years. In relation to the players, 22 had been charged with the offence of failing to submit to doping control tests.

Two of these players deny the charge and the third is considering his position. The case against them has been adjourned to enable them to have time to prepare their defence. It is anticipated that this case will be heard sometime in September.

The remaining 19 players are: Ian Jones, Ian Deasy, Geraint Long, Gavin Owen, Gareth Davies, Gareth James, Gareth Blaken, Dean Perry, Carl Hammans, Anthony Lloyd, Andrew Thomas, Adrian Lewis, Mark Bowcott, Matthew Hutchings, Nigel Hendy, Paul Dunning, Peter Hinken, Richard Thomas and Steve Walker.

These players admitted the allegation that they failed to submit to the test.

The Panel took into account the admissions, the good record of the players and the effect the penalty could have on the club.

The Panel imposed on the players a period of suspension of 18 months with immediate effect.

It is understood the Secretary and players are considering whether to appeal against the penalty.
